emails are undeliverable - sys admin says message undeliverable

Every time I try to send an email, the above message occurs. I have asked for
help on Microsofts outlook - they have sent an email testing my settings for
POP3 account. I am able to forward this mesg to anyone no problem. But if I
try to write a new msg again I get an undeliverable message.
