When I attach a photo to an Windows email, the recipients get garbage. What
do I do to solve this problem?

Use Plain Text instead of HTML for the email and then attach picture

Tools | Accounts
Select the account and click Properties.
On the Advanced tab uncheck the option to break apart messages.
