Emailing on the road using Outlook 2003

My IP is bellsouth. When I travel and stop at a motel or coffeshop and
access the internet I can receive my emails into Outlook but when I try to
send emails using Outlook i get error messages and the only way i can send
emails is using the bellsouth webmail. This is a real hassle because all my
contacts are in Outlook and I like to take my sent mail and file it to the
proper folder. bellsouth techies have yet to explain why I can't. I can't
imagine every business person who uses Outlook faces the same problem. Any
suggestions or advice greatly appreciated.

the exact messages nobody will be able to tell you what's wrong with
