email - unable to send

i have Outlook 2000 Internet mail only
i cannot send email
error message =
A TCP/IP error occurred while trying to send data to the server. (Account:
‘pop.charter.net’, SMTP server: ‘smtp.charter.net’, Error Number: 0x800ccc13).

have checked settings, re-entered them and appear OK but problem persists
what next?

Any help would be very appreciated

did you recently update Internet Explorer, or Outlook Express? Outlook needs
both of those other programs to be the same version.
 
does this mean that if I've updated IE to version 7, I must update OE to 7
also? I have OE6...is there a version 7???

There is no Outlook Express 7. Windows Vista comes with OE's replacement,
Windows Mail.
