EMail template

I am using Outlook 2003.

I have managed to create an email template which I can then select
through the Tool -> Forms menu.

Everytime I select the template, the text from the template appears
below my signature block, which is automatically added on each new
mail.
Is there a way to prevent the signature block from always appearing at
the very top of the mail message?
