These optioion can be found under Tools - Options - Mail Format. This will
change it for all outgoing mail. To change individual mail - start message
and select Format - then choose the formatting you want to use.

It is an option you configure as to whether or not to reply in the same
format as used by the sender. It is considered RUDE to reply to a
sender in a different format than they used to send their message. You
cannot guarantee the recipient of your reply message can read it in
whatever format you prefer. How do you know the recipient can read HTML
or RTF formatted e-mails? They sent in plain-text format so that should
also be the format you use when replying to that same sender.
