Email Notification

I am using Outlook 2003 and I have the small semi-transparent window enabled
and sound so when I get an email, it beeps and displays the small window for
a couple seconds. I know how to adjust all that, but why does it not do
either one of those until at least 5 seconds, sometimes as long as 15 after
the email actually arrives in my inbox? There is a delay and it's really
annoying. I can already reply to the email, then go do something else, and
the notification pops up for the email I already replied to! Any ideas?

I don't believe there's any way to adjust the timing of the New Mail
Notification.
