Email link won't open. Page cannot be displayed

I have a user that gets emails with links, but when he clicks on them, it
opens a page that says "Page cannot be displayed". But, when you copy the
link out and paste it the URL, it opens the page just fine. I am thinking
this is a IE error, or a Outlook setting issue. Has anyone ran into this and
found a fix?
