email identified as spam always asks allow access to address book

I run Norton Anti Spam, and sometimes messages get through and when I click
on the spam bar, outlook always asks if I want to allow access to the sender
of the email to my address book before sending it to Norton Anti Spam folder.
I do not and want it to never allow access, however, can't figure this one
out.

Sounds like Norton Antispam has a problem.
