EMAIL FILLABLE FORM

Can I create a fillable form to email to our employees in another city for
their timesheets?
 
Maybe, if you all connect to Microsoft Exchange for mail and you have permission to publish a form to the Organizational Forms library. Microsoft Infopath would be a better tool than Outlook for this, though.

I beg your pardon, but I don't know Microsoft Infopath? What is it or how
can I find out more about it?
 
InfoPath is a new member of the Office product family -- http://office.microsoft.com/en-us/FX010857921033.aspx. It's specifically designed to handle workflows like timesheet submissions.
