Email default to HTML format

Could you please answer a question about MSWord/Outlook?
I have scoured the help files and can't find one.

How can I set up Outlook to use HTML by default when I
create a new email using MS Word? I have used
Options/Email Format/Compose this message in HTML/Use MS
Word 2003 to edit e-mail messages. But it doesn't do
that. I can't format the text - unless I try to use the
Icon to increase indent. Then it will say this message is
not in HTML format. Do you want to switch? I say Yes, and
then I can format it. I think that all my email is
arriving in plain text (though pictures can be downloaded
if I right click and choose download pictures. When I
reply, my reply is in plain text. If I create a new email
message, I can do so in HTML.

How can I set it up to arrive and reply in HTML without
having to go through all that? Thanks!
