email attachment blocked

outlook 2003 blocked an attached on an incoming email
saying it was potentially unsafe. How do I now open the
attachment and in the future STOP outlook from blocking my
attachments???

It does this for safety reasons. Better is to use a compressed format for
those type of files in the future.
