elite tool bar

Hi All,
I've got something driving me bonkers.......every time I boot up I get
pop ups for casinos,drugs,and other junk without my browser being on(I have
cable modem)...I think it's associated with some files under
C:\windows\elite tool bar........I've deleted it used spybot search and
destroy and run adaware........this thing keeps coming back from the dead
every time I boot up .........any ideas..........Please help !!!!!!!!!!!
