How do I convert the numerical value representing elapsed time (seconds)in one
cell eg: 290.23 into time value of m:ss.00 in another celleg 4:50.23

When using a spinner from the forms toolbal, is it possible to change the
increments of the spinner to a value less than one eg: 0.25

Time is a fraction of a day in Excel, so divide your seconds by 3600*24 and
format the cell as time:

=A1/3600/24
