Editing a duplicate of master slide - How?

I am trying to create a template for many people varying degrees of
powerpoint knowledge to enter text and pictures.

Initially I made a design template that could be duplicated by pressing
SHIFT+CTRL+D as many times as they wished and then individually edited with
text and graphics. Then I discovered the Master Slide option, which I
thiought would be easier since SHIFT+CTRL+D only duplicates the previous
slide whereas CTRL+M with the Master Slide enables the user to insert the
original design template anywhere and edited from scratch.

But now I find that I can't actually edit the slide duplicated from the
Master. I can only edit the master slide if I go to the Master view, which
is pointless for my situation. How can I do this? I am using PowerPoint 2000.

i think you are misunderstanding the master slides function!

In simple terms the master is essentially a background for other slides - it
can't be editted in normal view.

If you just leave the text boxes blank on the master and in normal view
create new slides and adjust the layout using the layout pane (FORMAT >
SLIDE LAYOUT) you should get what you want. Choose the layout with text and
a picture (probably)
