How do I edit the font size on default styles eg, address,
body, heading1 etc. The default size is always 3 (12pt).

I can change the font in the Tools, Page Options section,
but can not change the font size.

The settings under Tools, Page Options, Default Fonts control the font that
FrontPage presumes the browser will display. However, they have no effect on
which fonts the browser actually displays.
