Yes, but it requires special software. The jpeg is a picture of the text,
not the text itself. To edit, you need to turn it into a text file, and that
requires Optical Character Recognition (usually called OCR) software.
OCR software seldom works perfectly, but depending on the font of the
original, the condition of the .original paper, and the particular software
you use, you can often get accuracy in the high 90% range.
In my experience, good OCR software isn't free, and is usually moderately
expensive. I personally use OmiPage, and have no experience with any free
OCR program.
But if you can find a free one, it doesn't hurt to try it.
Also must scanners come with a starter version of some OCR program.
Concerned about someone (e.g., Pres. Bush) snooping
