Mixed and native mode are DOMAIN settings, affecting only the DCs and the AD of that particular domain. It affects neither clients, ordinary servers, nor other domains. It WILL enable the Forest functional levels in Windows 2003 if you set all of the Domains to the required/corresponding domain level.
