ease of access

i started it and then turned it off or so i thought but it keeps popping up
when i go to log in only, but it dosent come up when i have loged in ?
 
Open Ease of Access on Start. In the 'Tasks" pane, click the "Change
Administrative settings" link, and remove the checkmark from the setting for
"Apply all settings to the logon desktop"
 
thanks 4 your help put i have done this and it made no difference i have
unchecked the tick and saved it ,i also have pressed apply and had no affect
when i go to the page again there is no tick in the box put still have the
program running in login page
