Is there any way to create a shortcut that opens a new e-mail message with
the recipient already entered?

If it's the same recipient each time, then yes.
Create a New Message, add the recipient, then do Save As - Outlook
Template....

In addition to what Gordon said, you can use a shortcut whose target is:

outlook.exe /c ipm.note /m emailname

.... or you could create a shortcut containing "mailto:email_address".
