E-mail Alerts...

I don't know if this is even possible but figured this was the place to ask.
I am looking for a way to send an alert e-mail message to all of my end users
outlining network and application status. I want to use this message to send
important system status information to all end users in the event that any
application or system goes down or becomes degraded.

Here are the details: the e-mail message will stay on top of their e-mail
list regardless of sort order. Optionally, it can not be filtered to a
subfolder with a rule. It will have a red background upon immediate
notification, yellow background while the issue is being troubleshot and
green once the issue has been resolved. The end user will not be able to
delete or remove the message until it has a green background.

Is Outlook currently capable of this? Can this be accomplished with custom
forms? Are there any third party tools that will allow this?

To all your questions; No, as you cannot control the views of a mailbox you
do not own. If it is to create a sort of incident management you can create
a workflow for this if you connect to Exchange. You can then use the Public
Folder for a total overview and send additional e-mails to inform about a
status change.
