Dynamically lock / unlock a cell in protected sheet

I have a protected sheet where user can enter data in. Some of the cells
should be locked or unlocked depending on another cell's value.
Conditional formatting does not have selection for this. With vba-macro
I could control this but I prefer to have another solution. Any ideas?
