Choose Properties from the File menu.

If you find that the Title field on the General tab or the
System Variables and User Variables on the Advanced tab
are dimmed, check the HTML for the template. It should
contain code like this:

<!-- #BeginEditable "doctitle" -->
<title>My Template</title>
<!-- #EndEditable -->

In pages that attach the template, the Title field should
then be editable, and any Meta tags you add should appear
between the two comments.
