After 5 changes the DVD Region automatically sticks. DVD
players for TV's can be 'chip setted' to play DVD's from
any region, can't something along the same lines be done
for computers, as I have many DVD's from varying regions?

It's nothing to do with any version of Windows but a hardware limitation put
there by the DVD drive manufacturers. Google for DVD Region Free or DVD
Genie both of which are software programs that will let you do what you want
without your having to return the drive to the manufacturer's ever 5 times
you change the region for a hardware reset.
