Just create the menu?
Any photo editing software will also do that, you then import into your dvd
authoring software, such as those Newtechie suggested, but all dvd authoring
software will make a menu, the more expensive you go the more facilities you
get, Ulead do Movie factory at about £35, and Workshop at £200!!
Pinnacle/Adobe also make some.
