DVD in Pal format?

I have a DVD from a video done in PAL format from some of our friends in
Russia. Is there a way to play that using Windows Media Player or do I have
to buy a DVD software that will run PAL?

A computer monitor does not care if the format is PAL or NTSC. A US TV
however most certainly does.

It should play in Windows Media Player with no problems, provided you have
DVD decoding software (PowerDVD or WinDVD) installed on your PC.
