My drive on my new laptop has been working till recently, but this morning I
found out that something was wrong. When I press the button to open it
nothing happens, no light no sounds no nothing; I have to stick the paper
clip in to open it up. My Computer does not show it as being present but
hardware manager does. I did the system restore as far back as I could (no
change) then the whole rollback driver (no previous driver to rollback to)
and the uninstall, restart, and autodetect (no change). What should I do?

It's a new notebook.... contact the manufacturer, it sounds like the motor
has already failed.

Also, try this. Turn off the computer, then turn it on and try to eject
the tray before Windows loads. If it opens fine, then there is probably
no hardware problem, just a Windows problem. If it is Windows, you can
try uninstalling the device from the Device Manager and reboot and see
if that helps. You may also want to remove the CD ROM drive from the
bay that it is in and push it back in to make sure the connection is good.
