During bootup, I see "saving your settings"

Several times, I have seen during bootup the message "saving your settings".
The desktop does eventually appear but what is going on?
 
Saving your settings happens during shutdown, the fact it has happened for
you during bootup is odd. It may you have restarted it and it has taken a
while to restart?? Can you confirm that it is when you switch on your
computer it says this
 
It has happened before.

Here is what I see during bootup:

Loading ypur personal settings then
a Gray blank screen for a split second then
Saving your settings then
Loading your personal settings then
The Desktop
