Duplicate Toolbars in Taskbar

Lately, Windows XP Pro w/ sp2 has been starting up with duplicate toolbars in
the taskbar: usually, the toolbar to show currently open programs and the
language bar.

How can this problem be eliminated?
 
What do you mean by duplicate taskbar? Is it a blank blue line under your
current taskbar. If so, just drag the taskbar to the down. Before that you
must unlock the taskbar by right-clicking on it.
 
No, the there are literally two of each toolbar within the taskbar; two lists
of opened programs, two language toolbars, etc.. It has nothing to do with
expanding the size of the taskbar. The problem is intermittent but can last
for hours or days. Sometimes it goes away after a reboot; usually it does not.
