Duplicate Emails?

I've posed this question before without resolution but it's getting worse so
here it goes.
This problem does not happen all the time but enough (10%) to make it a real
nuisance. Occasionally people have told me that emails I send them may be
coming through in duplicate on their computers. Occasionally some emails
that I receive come through in duplicate or even triplicate. When I access
my email via the web based portal there are no duplicates so I know the
problem is on my end. In past discussions people have suggested settings on
anti-virus software could have something to do with this. I have Norton
Anti-virus 2003 with auto-protect & email scanning both currently turned
off. I also use the anti-spam program SpamBayes. The problem of duplicated
incoming email is so far very restricted, only happening from one of 2 or 3
people. I have not been able to find a common thread though as all seem to
be using different email providers and different email programs. This is
driving me nuts and giving others a poor impression of me. Help Please.

I don't know why messages you send would arrive more than once at their
destination, but I had incoming messages apparently arrive more than
once. It turned out that some combination of rule processing was
responsible. Since then, I make sure that every rule which moves an
incoming message to a folder ends with "and don't process any further
rules".

You were right. I wonder if the people that are reporting my duplicate
emails are using Outlook or Outlook Express rules?
