Dumb questions about safe mode

No - CD/DVD drtivers are not loaded. If computer does not boot normally but
will boot into safe mode a driver problem.is indicated.

Also among drivers not installed are video card drivers - in safe mode basic
Windows VGA drivers are used.

In general, yes. If the drive requires a driver that Windows does not have
a generic replacement for, then in that specific case no. But standard IDE
and most all SATA drives will be seen in Safe Mode fine.

When you use "Safe Mode With Command Prompt," does it load the GUI at
all?

I was wondering because in another thread we were talking about losing
one's explorer.exe file, and I wasn't sure if you could still get to
the cmd box to type in commands.

Nope, as advertised that mode only brings up a command prompt; no GUI. Yes,
you will have a command box that you can type commands into.
