Drop-down menus

I need to use drop-down menus on a new site. I would prefer to avoid the
steep learning curve of coding them by hand, unless there are particular
reasons why this is best. What is the best utility/software to generate or
aid in the production of drop-down menus? I'm looking for something very
much along the lines used by microsoft.com
