drop down list in Excel

I cannot create a drop down list in a cell for a choice of 2 items.

I am designing a form and users will be able to choose from a drop down list
the items referral or review. I tried this in Word & it works brilliantly but
I need a validation rule for fields so I am trying to do it in Excel but
can't seem to get text into a drop down list except i seem to get the numbers
1 or 2.

Please, please can anyone help me?

Click on: Data/Validation/Allow

Choose your options from the "Allow" box
 
Somewhere in your worksheet, you should enter the data that you require your
users to choose between.
Select the cell on the worksheet and choose Data, Validation. On the data
validation dialog, under Validation Criteria select List and then enter the
souce cells where you previosly stored the choices.

e.g. Cells Z1 and Z2 contain the choices. The source cells would therefore
be $Z$1:$Z$2
