If you turn off system restore all restore points will be deleted. Go to
control panel, click the system icon and then, in system properties, click
the advanced system settings in the 'tasks' pane. Once in the advanced
system settings, Click the 'system, protection' tab and remove the 'tick'
mark from the drives you don't want system restore to monitor. Finally click
OK. Your system restore points should now be deleted. To re-enable system
restore do all of the above in reverse, i.e place a tick by the drives you
want system restore to monitor.
As for recycle bin, select the file(s) you want to remove and then press
Shift+Del key. This will delete the files permanently without putting them
into the recycle bin. Having said that I would have though that the system
restore points would have been too large to go into the recycle bin and
therefore they should have been permanently deleted anyway.
