drag option not working in excel 2007

Excel drag and drop option is not working here... Even the plus symbol
doesn't appear...

welcome fix to this problem...
 
--Click on Office Button> Click on Excel Option button
--Click on Advanced > Check Fill handle and cell drag drop checkbox
