Drag and Drop

I have Office 2000 with Word 2000
I am not able to move clip art
I can insert clip art. When the clip art is highlighted and I move the curse over the item and check the left mouse button the arrow shows a outlined rectangle (Word 97 showd a four direction arrow)
When I go to drag the clip art does not move
The drag and drop feature is on
Help would be appreciated.

In Word 2000 and above, graphics are by default inserted/pasted In Line With
Text, which means that they behave just like a giant font character. Click
on the graphic to display the Picture toolbar. Click on the Text Wrapping
button (dog icon) and select a different wrapping style from the menu.
