My program sitting on the quick launch bar how do
I bring it to life when I drag a text file onto it?
The program is able to handle a drop when it is running.

The Quick Launch Bar <> the Shell Notification Area which is placed next
to the clock. Which of the two are you talking about?
 
The area the program is in is not next to the clock
it is next to Start.

I have never seen an application which supports that and I seriously
doubt that this is possible.
