What do I need to install to show the picture instead of the red X I get when there should be a picture. Also, I can't forward a picture....it shows up as a red X

Is there a program that I need to install to remedy this?
 
IE>Tools>Options>Advanced .. .. scroll down to 'Multimedia' and check appropriate boxes
