Downloading Windows Messenger with Voice

I am trying to download Messenger with voice and I receive a message that
says my security settings will not allow the download. I turned off all
running programs and disabled my firewall and anti virus and it still won't
download. My security settings are all set at the default level. Any
suggestions as how I can make this work? Please send response to
(e-mail address removed). Thank you.
 
Make sure that the website from where you're downloading Messenger, is not
in the Restricted sites list in Internet Explorer.
