Downloading pictures contained in email.

I'm having trouble downloading pictures into emails that I receive that
contain pictures. I have checked tools, options, security for settings, but
seem to be ok. When I right click on the pictures, it tells me to download
pictures, but when I do, nothing happens and the picture is replaced by a red
X in the top left of the frame where the picture should be.

I'm pretty computer Knowledgeable, but this has me stumped.

This works normally. The red X indicated that the picture could not be
downloaded; either it doesn't exist at the original location, or your
network connection could not access the original location.
