Downloading files

Am I right in thinking that if a file is being downloaded and that it
forms a file under vista then that file must have finished
downloading. In other words, incomplete downloads do not form files
under vista.

while a file is downloading there are 2 entries--the file with its final
name, and another entry with the "part" designation. when downloading
is complete, the "part" disappears and the file will then show its
correct file size.

Thanks for responding.

Suppose a file was interrupted for some reason (say line went down).
Would only a part designation appear.
