download was not completed ??

I have a problem with Outlook Express version
6.0.2800.1123.- I now cannot open Links that are included
in daily newsletters and my mail system freezes.
I think the problem may have developed since I was
attacked with HKTL_PROKILLA.A and PE_Magistr.B (Which I
have exorcised)
Either that or maybe was caused when I did downloads of
software updates, Service Packs, patches, device drivers,
Security Updates etc. for Internet Explorer Version
6.0.2800.1106. I also feel a download may have been
interrupted as when I open my System up I get a Windows
Update Window: Internet Explorer and Internet Tools -
Resume Setup - setup has detected that a previous
download was not completed - when I resume setup -
"The most recent versions of all items are already
installed" Exit setup.
If I check "No run setup from the beginning" - "Install
Now - typical set of components" I am shown "The most
recent versions of all items are already installed" - when
I choose the alternate option - "Setup cannot continue
because files are missing from the installation"
directory - run setup again! Then i get 'Setup was unable
to install all the components - close all applications and
try running setup again. It doesn't work. When I
close that box my system automatically shuts down,
restarts and I start all over again. I keep going around
in circles.
I have tried downloading from the M.S. Site but am told I
have the latest version. Please HELP.

1. And your Windows version is...?

2. Previous Installation Has Pending Work Requiring a Reboot (Win2K)

Previous Program Installation Was Never Completed (all OSS)

3. Afterwards, revisit Windows Update: Your anti-virus application should be
disabled and all other running processes closed prior to going to Windows
Update and when downloading/installing from an MS page.

4. If you're still having the links-in-OE problem, see
