Yes, in these cases it may be around 5 when the shift takes place. I didn't
realize ISP's might throttle your line if you do too many downloads in too
short a period of time. I'll have to check with Comcast.

Ah; is the situation almost always corrected with a reboot? You're right,
those are very substantial drops in speed. If the reboots always correct
it, then it sounds like something is neglecting to release something to
enable the speed to jump back up.

default limit is two, but I know it can be increased and sometimes that can
cause problems but I have no idea why.
Have you asked your ISP if they throttle your line if you do too many
downloads in too short a period of time? I know some do and Comcast may
well use throttles from other things I've heard. I left an ISP for that
very reason. Well, and because DSL became available.
Your ISP might be able to shed some light on it.
