Downgrade Rights

I understand that Windows XP Professional has had OEM EULA
changes to enable a user to use 'identified previous
versions of Microsoft Windows in lieu of Microsoft Windows
XP Professional'.

However, what rights apply to Microsoft Windows NT4, 2000,
XP Home, ME and 98SE. Do any of these EULA's allow you to
use any previous versions of Windows as with Microsoft
Windows Professional ?

This might sound silly, but did you read the text of the EULA itself?

Licensing questions are best asked of MS directly, for what it's worth. Note
that OEM rarely gives you many options.
