Down loading problems

I am trying to download a disc and when I do I get C:/windows/COMMAND.com
didn't start when I started the computer. I have gone as far as to purchase a
"fix-it" program that didn't fix it. What do I do?
 
This is the path for command.com: C:\Windows\System32\COMMAND.COM

What program are you trying to install? What do you mean by "download a
disc"?
