Down Arrow in PROGRAMS Menu Not Working

Don't know how it happens but the double down arrow of START -> PROGRAMS
menu does not work now, neither automatically nor by clicking it.

How can its functionality be restored?

From Start Menu Properties, Customize button, Advanced tab,
select/deselect "Scroll Programs". Exit, reenter, and change it back.
That might "jog it into submission"..

Thanks, Joe / Elmo. But it does not solve. This issue happens in default XP
desktop but it is correct in classic desktop.

You might try turning off the option, then turn it back on.

Right-click the Start button, click Properties, Customize button,
Advanced tab, scroll down to "Scroll Programs" and deselect it. Exit,
go back in, and select it again.
