I couldn't find a way to do it natively in PowerPoint.

Nor could I in all the years I used PPT97 daily, so I'm puzzled as to where
this feature was lost *from*.
But you can do it in
Word, copy it, and then paste special as an emf picture.

Or in Excel, which allows double underlining.

Or draw the lines manually then group with whatever text the lines are
associated with.
