Double Shutdown

This just recently started happening on 2 XP machines I use (one at work
(HP), one at home (home grown)).

When I go to shut down (start, turn off computer, turn off), it looks likes
it's going to because icons disappear from the task tray (Trend Micro, InCD,
etc.), then stops. I found out I can still access the internet, but can't do
much of anything else (most folders show as empty). It used to take about 2
minutes to power off, but now... I left it up one time to see if it was a
timing issue, but it was still in the same "hold" state. If I go through the
shutdown steps again (start, turn off computer, turn off), it will
immediately go into a shutdown (removes icons from screen and goes to
Shutting Down Windows, then shuts off (all in about 30 seconds).

Anybody experience this? Possible solutions?

XP Pro with all the service packs and hot fixes, plenty of memory, hard disk
space, defragged at least once a month.
