Double Paint of desktop screen- delayed operation

I am running windows XP Home edition on a hp pavilion
ze5000s. Whenever I turn on the computer the startup
sequence seems normal.......the hour glass dissappears and
when I click on an icon and it highlites but nothing
happens. Then, after 30+ seconds or so the desktop
repaints the screen and everything responds normally. I
can then select an icon and it will respond. What's the
deal?
 
this sounds a LOT like the symptoms my dad's windows ME
computer was exhibiting. i eventually traced the problem
to his graphics settings. for whatever reason, the
computer BOGGED DOWN big time at startup just after windows
appeared to have completed the startup sequence. i right
clicked on the desktop and went into properties and set the
colors from 32 bit back to 16 bit and rebooted and the
problem ceased. i don't quite understand why the color
settings had anything to do with the 'bogging down' thing,
because it was as you described... it appears fine, then
you move the mouse and highlight something, or hover over
something in the taskbar and the computer freezes for
several seconds (or possibly a full minute or more in my
dad's case).
