You cant do it directly within PowerPoint itself. I'd imagine options are to
either use some sort of music software embedded in PowerPoint or scan a
stave as an image and insert it that way.

I have had a brief look at software to create a double stave chord but
they are mostly aimed at doing more complicated things and I could
scan a stave but I need a way of adding the notes to it which is
better than a hand drawing!?

Simple. You buy Finale or Sibelius (full editions) and use the export
graphics function and copy to powerpoint. Any program that is less than
that cannot export graphics. For those you use SnagIt. It will cost money
to do this...no way around it.
